Lebanon's Oil & Gas Exploration Bid Threatens Conflict with Israel A proposal for oil and gas exploration off the Lebanese coast has not only divided rival Lebanese factions, but it is also threatening to ignite a new conflict with neighboring Israel which has pledged to use force to protect what it sees as its oil and gas fields. The Israeli threat, the latest in a series of warnings against Lebanon, comes as Lebanese factions have been unable to agree on a draft law to exploit huge gas reserves said to be stored in Lebanese territorial waters. The split first emerged in two rival proposals for offshore oil and gas exploration made by Energy Minister Gibran Bassil and legislator Ali Hassan Khalil, who is also a political aide to Parliament Speaker Nabih Berri. Khalil said he presented his proposal for oil and gas exploration as the government was moving too slowly in submitting its own bill.
